The total budget for fiscal year 2025 for the City of San Antonio is about $3.9 billion, including a general fund of around $1.69 billion for day-to-day services like public safety and parks, capital programs of about $1.1 billion, and restricted funds of about $1.21 billion.
Revenue comes primarily from property taxes (29%), profit-sharing with CPS Energy (27%), and sales tax (25%). Much of the general fund is dedicated to public safety (62%), followed by infrastructure (8%) and parks and recreation (4%).
Revenue growth is lagging expenses. A very strong credit rating helps lower borrowing costs for capital programs, but projected deficits are tightening the fiscal situation for the seventh-largest city in the country.
